Vancouver, WA: C-TRAN has appointed Leann M. Caver to serve as the agency’s Deputy Chief Executive Officer effective October 1, 2023. She will be directly responsible for the agency’s operating divisions including Fixed Route, Paratransit, and The Current on-demand service, as well as C-TRAN’s On-Street teams, Radio Command Center, and Operations Administration. Caver will also be responsible for the agency’s Diversity, Equity and Inclusion team including C-TRAN’s Organizational Development Initiatives and the Customer Experience/ADA coordination group. In this role she will also serve as strategic advisor to the Chief Executive Officer and the Board of Directors as C-TRAN pushes forward with its 2040 long-range plan, continues as a partner on the Interstate Bridge Replacement Program, and implements future expansion of services including C-TRAN’s third and fourth bus rapid transit lines.

Caver, a Warner Pacific University alum, has a nearly 20-year career in public transportation, beginning her journey as a coach operator. She most recently served as the C-TRAN’s Chief Operations Officer, and previously served as C-TRAN’s Director of Diversity, Equity, and Inclusion/Organizational Development, as well as Manager of Operations overseeing C-TRAN’s largest divisions. She started her career at TriMet in Portland, Oregon, working in Operations, including Dispatch, and in management leading TriMet’s Bus and Rail Operations Command Center, creating and implementing policy, and working closely with Union leadership.

Caver continues to represent the agency and the community in various ways, including as a member of the Equity Advisory Committee on the Interstate Bridge Replacement Program. Her work with community partners such as iUrban Teen, a nationally recognized program focused on bringing career-focused education to underrepresented youths age 13-16, ensures that our next generation has access to critical resources across the region. Caver also is active with the Vancouver YWCA. She is a member of the Conference of Minority Transportation Officials (COMTO), WTS International, the Greater Portland Hispanic Chamber of Commerce, and the National Aging and Disability Transportation Center (NADTC). Caver is also active in the American Public Transportation Association (APTA) and the Washington State Transit Association (WSTA).
