Proposal to Increase Fares September 1, 2014

In 2005, the C-TRAN Board of Directors established a policy goal to compare favorably with benchmark data from similar-sized transit agencies, including the rate of farebox recovery—the amount riders pay toward the total cost of operating the service. At that time, passenger fares paid only about 18% of the cost to provide service.

To improve the recovery rate, C-TRAN implemented the largest fare increase in the agency’s history, bringing fares up to current market value. In response to public comments received during that increase, the C-TRAN Board adopted a policy in 2008 that asked for smaller annual fare increases that passengers could anticipate and plan for. The smaller annual increases have addressed inflation, while achieving the agency’s farebox goals established in 2005.

This year’s proposal seeks to increase C-Zone Adult, C-VAN, and Express fares only.

Proposed Service Change Concepts

With the completion of the 139th Street Overpass, the opportunity to revamp and streamline service within the Felida/Salmon Creek area exists. With this in mind, C-TRAN staff is proposing changes to routes 9 Felida and 19 Salmon Creek that could take effect in September, 2014 or January, 2015. At this time, C-TRAN is only proposing these changes as a concept and invites the public to provide their feedback at one of the upcoming open houses listed in this newsletter.

C-TRAN Citizens Advisory Committee is Recruiting

The CCAC is currently recruiting for the position of Developmentally Disabled Rider Representative. Download an application or request one by calling (360) 696-4494.

On Thursday, April 24, C-TRAN will host its monthly Citizens Advisory Committee (CCAC) meeting. The meeting begins at 5:30 pm at C-TRAN’s Administration Office located at 2425 NE 65th Avenue in Vancouver. The public is invited to attend. A portion of each meeting is set-aside for public comment.

The role of the CCAC and its members is to advise the C TRAN Board of Directors and staff on transit and paratransit policies, programs, plans, and other related issues. The CCAC is comprised of no more than 15 positions, representing one or more of the following areas: Clark County fixed-route bus rider, environmental community, school administration, youth/student, senior citizen, bi-state commuter, neighborhood association, C-VAN (paratransit) rider, non-ambulatory rider, non-rider, visually impaired, developmentally disabled, social services, Clark County businesses, and the community-at-large.
