20 YEAR TRANSIT DEVELOPMENT PLAN

C-TRAN’s 20-Year Transit Development Plan (TDP) is looking into the future to determine the levels, placement and modes of transit services needed to meet the transportation demands of a growing community. Once adopted, this long-range plan will guide C-TRAN through capital facility and service design options over two decades.

The planning process started with five different alternatives, each with different funding and resultant service assumptions. The C-TRAN Board of Directors made a decision to reduce the number of alternatives from five options to three options focusing on a Coverage Based Growth Plan; a Productivity Based Growth Plan; and a Regional High Capacity Transit Plan. These plans were presented to the public for feedback.

During the public process, citizen and stakeholder feedback on the three alternatives did in fact suggest the development of an additional service alternative. Adding to what was heard from constituents, further technical analysis, financial assumptions and the results of ridership projections, all pointed to a hybrid service alternative that would incorporate the best attributes of the three previous alternatives.

The Preferred Alternative—A Service Improvement Program

As a result of the public process, the resulting Preferred Alternative adds new service to rapidly growing areas, includes provisions for light rail in downtown Vancouver, adds C-TRAN’s first bus rapid transit, and adds more service in core areas.

Route improvements are phased with the Preferred Alternative. Phase I—with a total .3% increase (three pennies on a $10 purchase) in sales tax would run from approximately 2013 to 2018. The majority of the transit enhancements would be in Phase I. All other improvements would be between 2018 and 2030 in Phase II, with a total of 0.2% sales tax increase (two pennies on a $10 purchase).

Because the final recommended service plan will require additional sales tax revenues and a public vote, we are asking C-TRAN riders and citizens of Clark County to review and provide feedback on the Preferred Alternative. A number of opportunities are available to facilitate this important community dialogue including upcoming Open Houses, the C-TRAN Speaker’s Bureau, this web site and our Passenger Service Call Center, all of which are ready and able to capture your comments, suggestions and preferences for the future of transit services in Clark County.
